§ 32-23. Powers and duties of president and council.

  • (a)

    The parish president or his designee shall have the following functions or powers:

    (1)

    To implement and enforce the provisions of this article.

    (2)

    To control the storage, collection, and disposal of refuse.

    (3)

    To issue permits to engage in the business of refuse collection or refuse disposal.

    (b)

    The parish council is hereby empowered with the following:

    (1)

    To grant a contract for public refuse collection and refuse disposal service at its discretion.

    (2)

    To approve and regulate the establishment, and operations of private refuse collection systems, and refuse disposal methods and sites.

    (3)

    To enter into a contract with an operator to provide residential and light commercial collection and disposal.

    (4)

    To enter into a contract with an operator to provide disposal of residential and light commercial solid waste.

    (5)

    To provide necessary financial support for the collection and disposal through a service charge in accordance with article IV, section A.10. of the Home Rule Charter.

    (6)

    To enter into contracts with the parish public utilities to provide for the collection of service charges.
