§ 32-24. Scope.

  • (a)

    It is hereby mandatory that all residents, businesses, institutions, and commercial establishments have solid waste collection services, in accordance with the laws of this parish.

    (b)

    All residential units and small businesses, as defined in subsections (1) and (2) of this section, must utilize the solid waste collection and disposal services of the parish or its designated contractor.

    (1)

    Residential unit means a dwelling within the limits of the parish occupied by a person or group of persons. A residential unit shall be deemed occupied when either water or domestic light and power services are being supplied thereto.

    (2)

    Small business means any place of business including, but not limited to, offices, grocery stores, service stations, restaurants, lounges, amusement centers, etc., located within the boundaries of the parish, except:

    a.

    Those businesses whose solid waste exceeds five containers or bags per collection day and who certify to the parish that they have independent solid waste disposal services; and

    b.

    Single-family and multifamily residences under construction or completed but not occupied. Upon application and proof of nonoccupancy, the monthly service charge will be waived.
